JOB SUMMARY:

LHA in partnership with Catholic Relief Services CRS will start a program entitled “Envision Gaza 2020”, USAID-funded program. LHA is seeking a Monitoring, Evaluation, Accountability, and Learning Monitor (MEAL Monitor), the MEAL Monitor’s primary function is to support Project Manager and CRS MEAL Team in data consolidation and management and quality management; undertake MEAL related activities and implements an appropriate monitoring, evaluation, accountability and learning Systems for successful delivery and attainment of project goal and objectives. S/he ensures that strong MEAL system is in place so that the implementation of the programs is of high quality and accountable to beneficiaries, partners and donors.

Key Responsibilities:

1. Working closely with CRS MEAL Team, standards, policies, practices and indicators.
2. Provide training to concerned program staff on the use of MEAL tools; conduct rapid assessments and trend analysis of field-based programs to monitor program activity.
3. In collaboration with CRS MEAL Team and project officers will manage and administer all program’s related baseline survey starting from data collection, compiling of data and write reports accordingly.
4. Contributes to the design and implementation of periodic evaluation activities including baseline surveys, research and evaluations.
5. Collect good quality monitoring data in a timely manner and organize data received for reporting to the Project Manager and CRS MEAL Team.
6. Produce monitoring checklists and conduct quarterly joint field process monitoring, quality assessment and data validation, and provide feedbacks and recommendations for timely improvement.
7. Develop capacity of project staff on the program M&E framework, data management, and data analysis and results‐oriented programming, monitoring and evaluation methods and principles and reporting systems.
8. Ensure that vulnerable community members are actively participating in all Project and MEAL activities.
9. Organize and facilitate quarterly monitoring, progress review and learning events.
10. Make sure the utilization of appropriate reporting templates that facilitate the acquisition and aggregation of data and maintain effective database.
11. Participate in all other aspects of MEAL, for example surveys, baselines, evaluations, joint projects monitoring and reviews / lessons learning workshops/events.
12. Together with the Project  Manager and coordinators, undertake accountability activities, including the development and use of information sharing materials and the establishment of complaint response mechanisms, ensuring that complaints are logged and addressed in a professional and timely manner and that serious complaints relating to abuse, exploitation and corruption and referred appropriately.
13. Undertake regular visits to field locations to support monitoring and evaluation processes and develop and implement accountability processes.

POSITION REQUIREMNETS AND QUALIFICATIONS:

1. University degree required in international development, statistics, economics, sociology, or related field or other related field.
2.  At least two years’ experience of working in M&E with experience of developing M&E plans, training staff, capacity building, quantitative and qualitative data collection, analysis and reporting and/or other aspects of M&E in both emergency and development contexts and humanitarian and development programs.
3. MS Office applications, Word, Excel, Power Point, Spread sheets and other Statistical software.
4. Thorough familiarity with principles and current approaches to M&E using both quantitative and qualitative methods.
5. Understanding of donor expectations and trends for M&E.
6. Knowledge and/or experience of working on accountability initiatives, information sharing and complaints response mechanisms.
7. Highly developed communication skills including influencing, negotiation and coaching.
8. Knowledge of qualitative and quantitative research methods.
9. High level of English-language proficiency (speaking, reading, writing).

S/he will be reporting directly to the PM and be primarily responsible for daily implementation of the program activities through support to the two main project components: Livelihood and Humanitarian Assistance. In the event of a large-scale emergency in Gaza, the PC may be called upon to support any emergency response to affected populations.

Key Responsibilities:

1. Ensure that all program activities are implemented in a timely manner and according to donor’s rules, regulations and implementation and M&E plan
2. Support livelihoods and Humanitarian Assistance programming through data collection, information management, communications support, and other relevant tasks
3. Plan and conduct regular field visits to ensure proper implementation of the activities on the ground.
4. Maintain adequate administration and filing systems.
5. Ensure Program Quality standards
6. Ensure accountability to project beneficiaries and local stakeholders
7. Take part in regular team, program and staff meetings.

4. Monitor all aspects of the project, including implementation and expenditures.
5. Utilize monitoring and evaluation tools to measure project outputs and impact.
6. Maintain adequate administration and filing systems.
7. Write reports in a timely manner.

10. Actively identify opportunities for innovation and project adaptation to improve impact.

)جمعية الحياة والأمل ، جمعية بناة فلسطين ، جمعية العنقاء ، دار الشباب للثقافة والتنمية ) مؤسسات مجتمع مدني تعمل منذ نشأتها على تقديم خدمات للمجتمع المحلي، وتسعى لتطوير قدرات أفراد المجتمع المحلي بمختلف فئاته من خلال تنفيذ المشاريع التي تستهدفهم، الجمعيات أعلاه تنفذ حاليا مشروع رفع مستوى الوعي بالعنف المبني على النوع الاجتماعي في وقت الطوارئ بالشراكة مع برنامج مبادرة النوع الاجتماعي – الاونروا. والذي يسعى لزيادة معرفة فئات المجتمع بالعنف المبني على النوع الاجتماعي أسبابه، تأثيره وبالأخص العنف المتولد وقت الطوارئ.
المشروع :
ضمن تنفيذ ” ورش توعوية حول الوقاية من العنف المبني على النوع الاجتماعي في وقت الطوارئ ، تسعى المؤسسات إلى تعيين ميسر جلسات توعوية، لتنفيذ 8 جلسات يقوم بتنفيذها بشكل مباشر مع الفئة المستهدفة المتكونة من رجال ,سيدات و شباب، تمتد الجلسة لمدة ساعة ونصف مع الفئة. سيقوم الميسر بالعمل مع 4 مجموعات في كل مؤسسة مجموعة واحدة بمعدل 12 ساعة لكل مجموعة. كل مجموعة تتكون من 16 شخص بحد أدنى. يتم تنفيذ جلستين لكل مجموعة في الأسبوع.
التبعية الإدارية والمالية: سوف يتم توقيع عقد مع كل مؤسسة من المؤسسات الاربعة بعدد الساعات التي سوف يتم انجازها ويتقاضى الميسر 30$ عن كل ساعة معدل.
التبعية الفنية: المراقب الميداني لبرنامج مبادرة النوع الاجتماعي – الأونروا .

المسئوليات والمهام:
المشاركة في إعداد المادة التدريبية إن استلزم الأمر مع فريق برنامج مبادرة النوع الاجتماعي . إعداد الخطة التنفيذية للجلسات حيث يجب تنفيذ الجلسات مدة شهر، في المؤسسات الاربعة.
– تنفيذ 4 مجموعات، لكل مجموعة 8 لقاءات كل لقاء يمتد لمدة ساعة ونصف.
– تنفيذ 48 ساعة مع الاربع مجموعات ، 12 ساعة لكل مجموعة.

– تعبئة الاستبانة القبلية والبعدية، مع الفئات المستهدفة.
– تعبئة كل المعلومات المتعلقة بتسجيل الفئة على السيرفر، وكذلك تفريغ الاستبانة على برنامج اكسل.

-جمع اقتباسات من الفئات المستهدفة، وإدخالها على السيرفر.
– المساهمة في التنسيق للورش مع إدارة الجمعيات.
– الاستجابة لحضور الاجتماعات التي تنسق من قبل برنامج الجندر في وكالة الامم المتحدة لإغاثة وتشغيل اللاجئين.

متطلبات الوظيفة:
• حاصل على شهادة جامعية في الحقوق أو أي تخصص ذو علاقة

Title: Psychologist

Key Responsibilities

1. Gather input for program development and monitoring, rolling out standards, methods and tools.
2. Ensure that LHA methods and standards for the implementation of PSS programs are developed/revised and remain updated based on LHA programming practice and international standards.
3. Implement LHA quality standards and PSS Minimum standards.
4. Stimulate and monitor PSS programming.
5. Support the revision of the PSS methodology and the development of new methodologies.
6. Suggest modifications of sessions and exercises in order to adapt to changes occurring in the work environment, based on the feedback from trainees and children.
7. Plan, implement and evaluate training courses on LHA  PSS methodology, which involves creative tools such as games, songs, fine art, audio-visuals, group discussions, demonstrations, and practice sessions with feedback and role play.
8. Provide ongoing support, guidance and advice to program staff in the field of PSS.
9. Provide recommendations to LHA management when necessary on recruitment of potential facilitators and animators.
10. Support the identification and packaging of PSS advocacy issues.
11. Provide Project coordinator with PSS reports and recommendations.
12. Perform any other tasks required by Executive Manager.

Academic and Professional Qualifications and Experience

1. Bachelor Major in Psychology, mental health, or clinical psychology.
2. Minimum working experience of 3 years.
3. Experience working with people affected by violence.
4. Experience in conducting individual/family/group psychotherapies for adolescents and children.
5. Experience in community psycho-education.

        المهام والمسؤوليات:

        الشروط والمؤهلات:

1. أن يكون المتقدِّم/ة حاصل/ة على بكالوريوس في الخدمة الاجتماعية أو علم الاجتماع.
2. أن يكون لديه/ا خبرة لا تقل عن سنتين في مجال البحث الاجتماعي والعمل في برامج أنشطة العمل مقابل الأجر.
3. أن يكون لديه/ا القدرة على إدارة الوقت وإعداد التقارير.
4. أن يكون لديه/ا مهارات جيدة في التنسيق والاتصال والتشبيك مع كافة الجهات ذات العلاقة.
5. أن يكون لديه/ا مهارات جيدة في استخدام برامج الحاسوب التطبيقية مثل Microsoft Office.
6. أن يتمتع/تتمتع بالقدرة على العمل ضمن فريق وتحمل ضغط العمل وامكانية التأخر بعد ساعات العمل الرسمية.
7. يفضل أن يجيد/تجيد اللغة الانجليزية.

تعمل خدمات الاغاثة الكاثوليكية حالياً على تنفيذ مشروع اعادة ترميم و تأهيل رياض أطفال في شمال قطاع غزة والممول من قبل الإغاثة الاسلامية و مؤسسة كافود بريطانيا CAFOD.
وبناء عليه، تعلن خدمات الاغاثة الكاثوليكية عن فتح باب تقديم طلبات العمل لسكان بيت حانون , بيت لاهيا و جباليا, كالاتي, علما أن مدة العمل ستكون 30 يوم عمل:
فني بناء فني كهرباء
فني قصارة رسام/ فنان( اناث/ ذكور)
فني دهان عامل زراعة (اناث)
فني سباكة عامل غير فني ( اناث/ ذكور)
فني بلاط
على العمال المهتمين والراغبين في الاستفاده من المشروع التوجه إلى جمعية الحياة و الأمل – جباليا- بالقرب من بركة أبو راشد للحصول على الطلبات يوم الاثنين الموافق 22/09/2014 الساعة 10:00 صباحا وتعبئة الطلب، وتسليمه في موعد أقصاه يوم الثلاثاء الموافق 23/09/2014 الساعة 10:00 صباحا في نفس المكان.

تعليمات هامة:
• لن يتم قبول طلبات تسلم بعد الموعد المحدد في هذا الاعلان.
• يجب ارفاق جميع المستندات التالية لطلب الاستفادة من المشروع:
صور هوية مقدم/ة الطلب وأفراد الأسرة (فوق عمر 16 سنة).
تقرير طبي يثبت وجود حالات إعاقة.
بطاقة الشؤون الاجتماعية، إن وجدت (وكالة أو وزارة الشؤون الاجتماعية)
شهادة أضرار ( بيت مهدوم أو ممتلكات أخرى)
• ستقوم خدمات الإغاثة الكاثوليكية بالتحقق من صحة المعلومات الواردة في طلبات الاستفادة.

حصلت جمعية الحياة و الأمل و بالشراكة مع خدمات الإغاثة الكاثوليكية CRS على منحة تنفيذ مشروع اعادة ترميم و تأهيل رياض أطفال في شمال قطاع غزة والممول من قبل الإغاثة الاسلامية و مؤسسة كافود بريطانيا CAFOD ،
و عليه ترغب جمعية الحياة و الأمل في تعيين مهندسين/ات للعمل ضمن الشروط التالية:

المسمى الوظيفي مهندس ميداني
العدد المطلوب (10)
مدة العقد 3 شهور (عقد محدد المدة)
نوع العقد دوام كامل
تاريخ بدء العم ل خلال أسبوع بحد أقصى
مكان العمل محافظة شمال غزة
المهام و المسئوليات تكون مهام المهندس على النحو التالي:
1. المشاركة بتقييم و حصر الأضرار الموجودة في رياض الأطفال المحددة ضمن نطاق المشروع.
2. الإشراف على تنفيذ جميع عناصر المشاريع ومتابعتها بشكل فعال مع ضمان سير الأعمال حسب خطة العمل والجدول الزمني المطلوب.
3. التأكد من تطبيق معايير السلامة و الأمان في المواقع المختلفة.
4. متابعة العمال وتوجبهم حسب خطة العمل و تنظيم مهامهم بما يتوافق مع الخطة الزمنبة
5. إعداد التقارير اليومية و الدورية.
6. الاحتفاظ بسجلات المواد المشونة للموقع و عمل جرد يومي للكميات المتبقية.
المؤهلات المطلوبة
التخصص المطلوب حاصل/ة على بكالوريوس هندسة على الأقل تخصص ( مدنية/ معمارية أو أي تخصص هندسي ذو صلة) من جامعة معترف بها.
الخبرات العملية – خبرة لا تقل عن 3 سنوات في مجال الإشراف و متابعة المشاريع الهندسية، و يفضل وجود خبرة في مشاريع الصيانة و الترميم و التأهيل
– مهارة جيدة في استخدام برامج الحاسوب المتعددة وخاصة البرامج الهندسية.
– مهارة التواصل مع المجتمع المحلي.
– القدرة على العمل تحت الضغط.
اللغات إتقان اللغة العربية و اللغة الانجليزية لأغراض العمل
